I have been unable to apply online since Friday July 24. When I clicked the link to file a new claim, it didn’t go anywhere. The link didn’t work. I called I called the UI General/Tech Support Line 833-978-2511 (Available 8am – 8pm, 7 days/wk) Their IT people reset my password, which did not help.
Today, Sunday, I called the same number. The worker said she could help with General EDD questions, but not help specifically with my case. She offered some suggestions and said “Just keep trying.”
Later, I called back and got an IT person who asked detailed personal info questions. On my screen, it showed that my claim had expired and I needed to file a new claim. She said that my claim had NOT expired and this was the reason for my trouble. She had me log out, close my windows, and log back in. At that time, I could see a recertification option. I just completed it. Yay!
Summary:
1. Just because it says that your claim is expired, doesn’t mean it truly is.
2. Online is still the fastest way to apply for EDD.
3. The EDD employees have different levels of expertise/specialties.
4. Don’t give up.

I have found the Facebook page, California EDD Problems and Solutions. Search on that page for your topic or scroll for awhile to see if anyone else has had the same problem. A number of people have given tips on who to call, but I found this posting to be the most helpful:
